Heard Mr. V.K. Rai, learned counsel for the applicant and Shri Manoj Sharma, learned counsel for the respondent-1 as well as Shri Sanjay Om, learned counsel for the respondent-2 & 3 at the time of hearing.
2. Initially, the applicant filed a Writ Petition No.6259/1995 under Article 226 of the Constitution of India before the High Court of Judicature at Allahabad, challenging termination order dated 03.06.1995 passed by the respondent-3, the Principal Director, Process and Product Development Centre, Agra, in which, an interim order was passed by the High Court vide its order dated 23.06.1995, which was operative till 18.07.1995. Thereafter, said writ petition was admitted on 19.01.2004 and also pleadings were completed before the High Court. In the meantime, High Court of Judicature at Allahabad in view of Section 14(3) of the Administrative Tribunal Act , 1985,
