Shri Ravi Shankar Prasad, Learned Senior Advocate assisted by Shri Jitendra Singh, learned counsel for the applicant was present on behalf of the applicant. Shri S C Mishra, learned counsel for the respondents was also present at the time of hearing.
2. The instant original application has been filed by the applicant seeking following relief:
“i. issue a writ, order or direction in the nature of Certiorari quashing the impugned order dated 15.04.2011 and consequential impugned order dated 02.12.2011 passed by the Commandant of the Workshop, respondent no. 4.
ii. issue a writ, order or direction in the nature of Mandamus commanding and directing the respondents to accord:
(a) First promotion to the applicant on the post of Electrician (Skilled) w.e.f. 12.09.2002, the date on which candidates, namely, Raj Kumar Pandey and P.K Maithi were appointed as Electrician (Skilled) in the pay scale of Rs. 3050-4590;
(b) Second promotion to the applicant on the post of Electrician (Highly Skilled) w.e.f. 12.01.2010, the date on which candidates, namely Raj Kumar Pandey and P.K. Maithi were given promotion on the post of Electrician (High
