1. We have heard the learned counsels for the parties and with their assistance we have also perused the pleadings available on record.

2. The applicant by way of O.A. No. 2183/2024 has prayed for the following relief(s):-

“a) to set aside the Impugned Orders dated 01-08- 2023 and 20-06-2023 of Respondent Nos. 3, since these are in violation of Sections 2 (y), 3, 20(3-4) and 96 of RPwD Act 2016 and Office Memorandums dated 25-02-2015, 17-07-2018 and Office Memorandums dated 15-09-2022 and 19-09-2022;

b) to allow the present Original Application directing the Respondent Nos. 1,3 and 4 to comply with the directions/order dated 04-04-2022 of Respondent No. 4 ((Principal Secretary - Health and Family Welfare, GNCT of Delhi), whereby the pay and allowances and bonus of the Applicant were restored by regularizing the period of absence as well as annual increments were granted with retrospective effect i.e. 17-11-2018, considering the applicant “deemed to be on duty ” with the same pay scale and service benefits till he recover and join duties or attain the age of superannuation, whichever is earlier, and ;
