The applicant was appointed in the year 1999 as Computer Operator cum Programmer (COCP) in the Nodal Centre of Cochin University of Science and Technology vide Annexure A-2 dated 09.07.1999. The applicant submits that the appointment of the applicant was against a clear sanctioned post of COCP and that was after a due process of selection as well. Annexure A-2 would indicate that the post was temporary and co-terminus with the project of NTMIS. Concurrently, the 3^rd respondent University had the discretion to terminate during the currency of the project, the service of those appointed for the purpose of NTMIS.

2. The applicant further submits that the fund for running the Nodal Centre of NTMIS was being granted by the 2^nd respondent till 2011. However, the 2^nd respondent abruptly stopped the funding and as a result the Vice Chancellor of the 3^rd respondent University terminated the services of the applicant with effect from 01.04.2012 (Annexure A-3). As the functioning of other nodal centres was also adversely affected due to stoppage of funding by the 2^nd respondent, the 1^st respondent constituted a committee headed by Prof. I.
