ORDER Hon’ble Ms. Harvinder Kaur Oberoi, Member (J):

The Applicant is a citizen of India and is entitled to all fundamental rights guaranteed under the Constitution of India. The Applicant was appointed as Constable (Executive) in Delhi Police on 21.01.2003 and has been serving the department with utmost sincerity, dedication and devotion to duty. On account of his consistent hard work and meritorious service, he was promoted to the rank of Head Constable (Executive) on 23.11.2011.

2. It is submitted that while working as Head Constable (Executive), the Applicant displayed exceptional devotion to duty by physically apprehending as many as 84 Proclaimed Offenders during the period from 18.04.2023 to 06.10.2023. Out of the said 84 Proclaimed Offenders, 43 were involved in ‘A’ category heinous crimes and the remaining 41 were involved in ‘B’ category offences relating to IPC only. At the relevant time, the Applicant was posted at Police Station Delhi Cantt., New Delhi.

3. In view of the aforesaid outstanding performance, the SHO, PS Delhi Cantt., after due verification, recommended the Applicant for grant of Out of Turn Promotion to the rank of ASI (Executive) on 08.10.2023 in accordance with Standing Order No. L&O/17/2022 dated 08.02.2022. T
