Per: - Rajinder Singh Dogra, Judicial Member

1. The SWP No. 1916/2013 was transferred from the Hon’ble High

Court of Jammu & Kashmir at Jammu and was registered as T.A

No.309/2025 by the Registry of this Tribunal.

2. The present matter was filed before the Hon’ble High Court seeking

following relief: -

(i) commanding the respondents to treat the engagement and

appointment of the petitioner as Rehbar-e-Taleem teacher in

Govt; Primary School Khatrar w.e.f. 1-10-2004 with all

consequential benefits.

WITH

(ii) commanding the respondents to regularize the petitioner as

general line teacher w.e.f. 30-9-2009 with all consequential benefits

i.e arrears of pay, seniority etc. fixation of

Costs of the petition with such other additional or alternate relief

which this Hon’ble court may in the facts and circumstances of the

case deem fit and proper be also awarded to the petitioner.

a) The present Transfer Application arises out of SWP No.

1916/2013, originally filed before the Hon’ble High Court of

Jammu & Kashmir at Jammu, which on transfer stands

registered as TA No. 309/2025 before this Tribunal. The

applicant seeks retrospective engagement and consequential

service benefits under the Rehbar-e-Taleem (RET) Scheme.

b) The applicant is a permanent resident of District Doda and

possesses the requisite educational qualification of Higher

Secondary Part-II, which he had acquired in the year 2002. In

the year 2004, the respondent authorities issued an

advertisement inviting applications for eng
