1. The applicant has filed the present Original Application under Section

19 of the Administrative Tribunals Act, 1985 seeking the following reliefs: -

a) allow the instant Original Application;

b) quashing the Order bearing No. EDU-11/568/2018 dated

06.03.2020 issued by respondent No. 1, by virtue of which, the applicant's Claim for the appointment as Jr. Librarian, District Cardre Ramban has been rejected;

c) commanding and directing the respondents to appoint the applicant to the post of Jr. Librarian under RBA category in district Ramban;

d) Any other relief which the Hon'ble Tribunal may deem fit and proper in the facts and circumstances of the case may be granted in favour of the applicant and against the non-

applicants.

2. The facts of the case as averred by the applicant in her pleadings, are as follows: -

a) The applicant, Smt. Suraksha Devi, claims appointment to the post of Junior Librarian (District Cadre Ramban) under the RBA category. She is a graduate, having completed her graduation in the year 2014, and thereafter acquired the qualification of Bachelor of Library and Information Science from Hemvati Nandan Bahuguna Garhwal University, Srinagar (Garhwal), Uttarakhand.

b) Pursuant to an indent placed by the Education Department, the J&K Service Selection Board issued Advertisement Notification No. 02 of 2017 dated 18.10.2017, inviting applications for various posts of Junior Librarian in different district cadres, including District Cadre Ramban. The applicant applied for the said post under the RBA category.

c) Upon completion of the selection process, the Service Selection Board issued the select list vide order dated 21.06.2018. sole RBA vacancy of District Ramban, whereas the applicant was placed at Serial No. 1 in the waiting list under the same category. The select list, along with the waiting list, was thereafter approved by the Administrative Department and forwarded to the Director School Education Jammu for further action.

d) Subsequent thereto, the Chief Education Officer, Ramban issued notices dated 25.09.2018 and 16.10.2018 calling upon the selected candidate, Ms. Taha Sanoober, to report for verificati
