1. The present Original Application has been filed under Section 19 of the Administrative Tribunals Act, 1985 seeking the following relief:-

(i) That the impugned order dated 11.09.2025 (Annexure A-16) passed by respondent no. 4, whereby the services of the applicant was illegally terminated may kindly be set-aside.

(ii) That during the pendency of the present original application, operation of the impugned order dated 11.09.2025 (Annexure A- 16) passed by respondent no. 4 may kindly be stayed and further directions be issued to the respondents to allow the applicant to work on the post of Physiotherapist at the present place of posting i.e. Sonipat (Haryana);

(iii) That the respondents be directed to reinstate the applicant into service w.e.f. 12.09.2025 with all consequential benefits;

The facts of the case, in brief, are that the applicant on being appointed vide appointment letter dated 03.09.2012, by Selection Committee, has been working with respondent No. 2, Sports Authority of India, Northern Regional Centre, Sonipat, on a Group-C post as a Physiotherapist on contractual basis. Initially the contract was for a period of one year, but the same was renewed every year, keeping in Digitally view his satisfactory service and the continuous requirement of staff. WADHWA Respondent No. 2 regularly renewed the applicant‟s contract from the year 2012 onwards. He has served with the respondents for almost 11 years. The controversy had arisen when a circular dated 08.08.2018 (Annexure A-3) was issued by respondent No. 1 stating that no person would thereafter be appointed on contract basis directly and that all requirements should be met only through outsourcing mode. Pursuant thereto, respondent No. 2 addressed a letter dated 27.03.2019/29.03.2019 (Annexure A-4) to the In-charge, Sports Authority of India Training Centre, Hisar, directing that the services of contractual staff be discontinued. One M/s OYNX Management Pvt. Limited, an outsourcing agency was engaged for appointing candidates on contract basis.

Against the alleged illegal action of respondents No. 1 and 2, whereby they were attempting to replace the applicant and other similarly situated contractual employees with another set of contractual employees through service providers or contractors, the applicant along with others filed OA No. 491 of 2019 titled “Krishan Kumar & Others Vs. Sports Authority of India & Others” wherein this Tribunal vide order dated 14.05.2019 restrained the respondents from disengaging the services of the applicant till the next date of hearing. The applicant asserted that despite the pendency of the matter, the respondents continued to harass him in different ways.
