The brief facts of the case are that the Applicant was appointed as Constable (Executive) in Delhi Police on 22.01.2003 and was promoted to Head Constable (Executive) on 06.06.2013. His service record has remained unblemished, with no pending vigilance issues, criminal case, departmental enquiry, or suspension. While posted at Police Station Rajouri Garden, Delhi, the Applicant apprehended 82 Proclaimed Offenders between 17.07.2021 and 04.04.2022, including 42 ‘A’ Category offenders and 40 ‘B’ Category offenders. His performance exceeded the benchmark laid down in Standing Order No. L&O/17/2022 dated 08.02.2022, which requires apprehension of 80 Proclaimed Offenders within one year for consideration for Out-of- Turn Promotion. The SHO of Police Station Rajouri Garden verified and recommended the Applicant for Out-of-Turn Promotion to the rank of ASI (Executive) on 05.05.2022 along with all necessary documentation and vigilance clearance.
