Heard Shri Vinod Kumar, learned counsel for the applicants and Shri Ajay Kumar Rai, learned counsel for the respondents at the time of hearing.

2. The instant Original Application under Section 19 of the Central Administrative Tribunal Act, 1985 has been filed by the applicants, who are six in numbers for the following reliefs:

(i) to set aside the impugned orders dated 28.07.2020 passed by the Chairman, Railway Recruitment Cell, North Central Railway (NCR), Allahabad (ii) To issue order, direction to the respondents to call the applicants in documents verification for selection on Group D post conducted by Railway Recruitment Cell, North Central Railway, Allahabad (iii) to issue order or direction to the respondents to appoint the applicants on Group-D post in North Central Railway, Allahabad, in case the documents of the applicants are found to be up to PUN M I I T S H KU R M A AR mark in pursuance of the Advertisement No.02/2018 published in Central Employment New (CEN).

(iv) Issue such other orders or directions in the appropriate nature which this Hon’ble Tribunal may deem fit and proper in the facts and circumstances of the case.

(v) Award cost of the petition to the applicant.

The brief facts as apparent from the Original Application is that the respondents invited application from eligible candidates for recruitment for the post of Group ‘D’ vide Central Employment Notification No. CEN 02/2018. Pursuant thereto, the applicants being eligible applied for the Group-D posts and appeared for the Computer Based Tests (hereinafter referred as CBT) and were declared successful. Thereafter, applicants were called for physical efficiency test, which was held in the month of March/April, 2019. The applicants appeared in the same and were declared successful. Accordingly, the applicants were called for document verifications and they appeared at the venue of documents verification. At the time of document verifications, all the candidates were required to put their signatures and fill up the document verification in order to verify the signatures/handwriting of the candidates. The signatures/handwriting of the applicants were also matched with the document verifications form with signatures/handwriting taken during the CBT, PET, but the signatures/handwriting of the applicants in the verification sheets could not be matched with the previous signatures/handwriting taken during written examination i.e. CBT as well as PET.
