Instant OA has been filed by the applicants praying for the following relief(s) :

“1. To set aside and quash the impugned order A- 1/GDS/Substitute / Arrangement dated 06.02.2023 passed by Assistant Superintendent of Post Offices, 1st Sub- Division, Imphal, Manipur, Pin 795001 whereby the TRCA (Time Related Continuity Allowances) of the applicant has been stopped.;

8.2. To set aside and quash the impugned The Impugned order No. ASP/1 Sub Div/CAT Case/OA-51 dated 19.05.2023 issued by the Office of the Assistant Superintendent of Post Offices, 1st Sub Division Imphal, Manipur whereby the representation dated 30.01.2023 submitted by the applicant has been rejected illegally and arbitrarily.

8.3. The respondent authority may please be directed to release the monthly salary of the applicant from the month of March 2023 onwards and to issue regular appointment order to the applicant as he has rendered almost 5 years service as GDS MC, (now ABPM) under the authority.; and

The applicants also seek for similar protection from this Hon'ble Tribunal.

2. Brief facts of the case as emerged from pleadings that applicants are educated local youth of state of Manipur. Some of them are Graduate with Diploma in Computer Application, and rest are Higher Secondary Passed from their respective Boards. They are doing their GDS duties in Manipur Postal Division, with utmost sincerity, honesty, diligently and without any complaint from higher authority or General Public. Initially, they were provisionally appointed/engaged as GDS in the different vacant sanctioned posts available under Manipur Postal Division, Imphal. They are continuing as GDS till date without any break. The monthly salary of the applicants are paid by the Department of posts by issuing monthly pay slip like regular GDS by deducting Postal Life Insurance Premium, Professional Tax, General Insurance MANORDigitaly signed scheme and Extra Departmental Union contribution and by ANJAN MANORANJAN KUMAR SINHA +05'30' also Respondent have granted them Dearness Allowance, DA Arrears (GDS), Arrears, Festival bonus, increment and Children Education allowance.
