The issue for adjudication in the present O.A. is whether, after the Disciplinary Authority in the respondent-organization has imposed a penalty upon the applicant, there exists any provision under the Rules and Regulations governing the conduct of employees of the respondent-organization (DTC) enabling the Appellate Authority to suo motu review the order of the Disciplinary Authority and enhance the punishment so imposed.
