ORDER

Per: SURESH KUMAR BATRA MEMBER (3J):-

1. The present Original Application has been filed under Section 19 of the Administrative Tribunals Act, 1985 seeking the following relief: -

(i) That this Tribunal may be pleased to quash the letter/order dated 04.05.2023 (Annexure P-21) directing the applicant to deposit bond amount of Rs.3,71,500/- and letter/order dated 03.08.2023 (Annexure P-26) directing the applicant to deposit an amount of Rs.66,169/- as one bond/pay, the same being in total violation of the policy guidelines issued by the Department of Public Enterprises, Government of India vide O.M. No.15(2)/200DPE(GM)/GL-57 dated 29.07.2004 (Annexure P- 8).

(ii) That this Tribunal may further be pleased to issue directions to Respondent No.1 i.e. Chief General Manager, Punjab Telecom Circle, BSNL to transfer the remaining bond period of the applicant to the subsequent employer i.e. Director General of Police, Punjab (Respondent No.2) and consequently direct Respondent No.2 to accept the same in light of the policy guidelines dated 29.07.2004 (Annexure P-8) or in the alternative direct Respondent No.1 to exempt the applicant from the bond obligation in light of the submissions made
