1. Learned counsels for the parties agree that the issue involved in the captioned O.As. are identical, the relief sought therein are also identical and on common grounds.

2. With the consent of the learned counsels for the parties, the matters have been heard together and are being disposed of by the present common order.

3. With their consent O.A. No. 4522/2024 has been taken as the lead case and the admitted facts are being taken from the pleadings therein.

4. The applicant joined the services of the respondents on 31.05.1985 as Assistant Engineer (E) and he retired on attaining the age of superannuation while working as Additional Director General (Electrical) on 30.09.2020. In the present O.A., the applicant is aggrieved by a memorandum dated 24.08.2024 vide which it has been conveyed to him that in pursuance of the sanction accorded by the President of India under Sub Clause (i) of Clause (c) of sub rule (2) of Rule 8 of the CCS (Pension) Rules, 2021, the departmental proceedings are being instituted against him and it is proposed to hold an inquiry for the allegations O.A. No. 4522/2024 in terms of statement of article of charge
