1.1 Brief facts of the case as narrated in this OA are that at present three Municipal Corporations are functioning in Delhi; however, for the purpose of the present case, the North Delhi Municipal Corporation has been impleaded as the respondent, being responsible for conducting the Limited Departmental Competitive Examination (LDCE) for the post of Junior Engineer (Civil). It is stated that in all three Corporations, the Engineering Department includes the post of Junior Engineer, which is to be filled 95% by direct recruitment and 5% by promotion through LDCE from eligible departmental candidates, as per the applicable Recruitment Rules.
1.2 It is further submitted that on behalf of the applicants that the LDCE is required to be conducted by the Engineering Department and is open to employees of the general wing possessing a degree or diploma in Civil Engineering from a recognized institution along with five years of regular service in the Municipal Corporation, including two years of service after acquiring the diploma.
