1.Shri Dharmendra Tiwari, learned counsel for the applicant and Shri Bashist Tiwari, learned counsel for the respondents, were present at the time of hearing.

2. The instant original application has been filed seeking following relief:

“(i) to issue a writ, order or direction in the nature of Certiorari quashing the impugned punishment order of compulsory retirement from service dated 17.01.2012, passed by the Respondent No 4, Appellate Order dated 21.11.2012, passed by the Respondent No. 3, modifying the said punishment to that of reduction in pay at the minimum stage of Rs. 7,000/- per month in the same time scale of pay for a period of two years with cumulative effect as well as revisionary order dated 30.01.2013, passed by the Respondent No 2, rejecting the revision petition of the petitioner, and thereby, confirming the said punishment imposed by the Appellate Authority as well as enquiry report including the enquiry / disciplinary proceeding served upon the petitioner vide letter dated 14.03.2012 through registered post on 20.03.2012 (Annexure A-1, A-2, A-3 and A-4) respectively to Compilation No. ‘I’ of th
