1.This Application has been filed by the applicants praying therein for early hearing in the OA.

2. In view of the submissions made by the learned counsel for the parties, the OA itself is being taken up for hearing/disposal today itself.

4. All the applicants are retired officers (between 2016 and 2023) of the Defence Quality Assurance Service (DQAS), belonging to batches between 1990 and 1994. They were appointed as Group „A‟ officers and were subsequently promoted to the Junior Administrative Grade (JAG) between 2007 and 2014. Their service conditions were initially governed by the DQAS Recruitment Rules, 2000 (SRO 287), which provided two alternative eligibility conditions for promotion to the Senior Administrative Grade, namely either eight years of regular service in JAG or seventeen years of Group „A‟ service with at least four years in JAG.
