Present OA has been filed by the applicant under Section 19 of the Administrative Tribunals Act, 1985, seeking the following relief:

i) Set-aside the order No.F.1(292)/Emp./Admn./ 2013/4186 dated 29.9.2014;

ii) Direct the respondents to sanction stepping up at Rs.2420 to 2540 as on 15.2.1990 at par with junior Sh. J.B.L. Tandon.

iii) Direct the respondents to revise the retiral benefits consequently and arrears be paid to the applicant.

iv) Or any other order or directions as deemed fit in the facts and circumstances of the case may be passed.”

2. Factual Matrix

2.1 The applicant joined Government of National Capital Territory of Delhi (GNCTD) as DASS Grade-II on 27.08.1969. He was promoted to DASS Grade-I on 12.10.1984. However, he was regularized in Grade-I w.e.f. 16.04.1983. He was promoted on ad hoc basis to DANICS on 25.07.1993. The applicant remained on deputation with Municipal Corporation of Delhi (MCD) and worked as Assistant Commissioner from October, 2002 to January, 2004.
