1.The applicant initially joined the Central Secretariat Service in November, 2015 on the post of Assistant Section Officer and has since been serving on the said post to the entire satisfaction of his superiors. At present, he is posted in the Department of Financial Services, Ministry of Finance.

2. It is submitted that Respondent No. 2 invited applications for the Combined Section Officer (Grade-B) Limited Departmental Competitive Examination for the years 2019 and 2020. The applicant fulfilled the prescribed eligibility criteria for the examination pertaining to the year 2020 and accordingly applied for the same. The applicant appeared in the said examination bearing Roll No.0802112.

3. It is further submitted that upon declaration of the result, the applicant secured 285 marks in the written examination and 86 marks in the evaluation of service records, thereby obtaining a total of 371 marks. However, the applicant was not recommended for selection as the last selected candidate, namely the private respondent, secured 372 marks.
