1.The present Original Application had been filed against the impugned Speaking Order dated 21.11.2023 issued by the Chairman of the Railway Recruitment Cell (RRC), Jaipur, i.e. the Respondent No.1, disposing of the representation dated 09.09.2019 of the Applicant and thereby rejecting the candidature of the Applicant at the selection process pursuant to the Centralized Employment Notification (CEN) No.02/2018 vide advertisement dated 10.02.2018.

2. Based on the pleadings of the parties as on record, the relevant matrix of facts had emerged to be as follows briefly. The Railway Recruitment Cell, of the North Western Railway (NWR) had issued the CEN No.02/2018 vide advertisement dated 10.02.2018 regarding recruitment to various posts as included therein. The Applicant had also applied in response and was called to appear at the Computer Based Test (CBT) that had been held on 15.11.2018. Thereafter, the Applicant was also called to appear for the Physical Efficiency Test (PET) on 01.04.2019 and the Document Verification (DV) on 16.05.2019.
