ORDER

1. Present Original Application has been filed under Section 19 of the Administrative Tribunals Act, 1985, seeking the following relief:

“i) Issue a writ, order or direction in the nature of mandamus commanding and directing to the respondents to declare panel list including the applicants and to issue letter of appointment to the applicants in respect of the advertisement CEN No. RRC-01/2019.

ii) Issue a writ, order or directing in the nature of mandamus commanding the directing to the respondents not to issue appointment letters to the third document certified candidates or to be kept six posts reserve/vacant, so that the applicants may be adjusted.

iii) Issue any other writ, order or direction which this Hon’ble Tribunal may deem fit and proper in the facts and circumstances of the case.

iv) Award cost of the Original application.”

2. Brief facts of this case are that the applicants applied for various posts in Level-I of 7th CPC Pay matrix in various units of Indian Railways pursuant to Railway Recruitment Boards’ notification No. CEN No.RRC-01/2019 dated 23.02.2019. The North Eastern Railway, Gorakhpur notified a total of 4
