1.The issue involved in both these O.As are similar and identical in nature, hence they are being considered together. For the sake of convenience the pleadings in O.A.No.296/2025 are taken for consideration.

2. The grievance of the applicants arises from the inaction of the respondents in concluding the recruitment process initiated for 7 clear vacancies of Information Assistant-cum-Photographer under the direct recruitment quota through open competitive examination notified by the Lakshadweep Administration on 29.01.2018, produced as Annexure A-1. Pursuant to Annexure A-1 notification, the Recruitment Committee, in its meeting held on 18.10.2019, finalized the methodology for recruitment by prescribing a written test and proficiency test. The proceedings are produced as Annexure A-2. The applicants applied pursuant to Annexure A-1 notification. Written examination was conducted on 28.12.2019 by CUSAT, Kochi, in which they were successful. The result is produced as Annexure A-3. Thereafter, a proficiency test was conducted on 07.03.2020 by CUSAT, Kochi, and they were included in the list of candidates who qualified both the w
