ORDER
Hon’ble Ms. Harvinder Kaur Oberoi, Member (J):
1.The issue in both the Original Applications is the same and hence with the consent of the learned counsel for the parties, both the captioned OAs have been heard together and are being disposed of this common order. However, for writing the present order, the facts are being taken from OA No. 3580/2025 (Manju Lochav) treating the same as the lead case.
2. The applicant joined service as Auxiliary Nurse Midwife (ANM) w.e.f. 03.09.2008 through direct recruitment after undergoing the prescribed selection process. It is submitted that since her appointment, the applicant has been discharging her duties and responsibilities sincerely, punctually and honestly to the satisfaction of her superior officers in the department.
3. It is further submitted that as per the existing Recruitment Rules governing the post of Lady Health Visitor (LHV), the said post is to be filled by promotion from amongst eligible ANMs possessing eight years of regular service in the grade. According to the applicant, she fulfills the prescribed eligibility criteria under the Recruitment Rules for consideration to the post of LHV.
