1.The applicant was initially appointed as a Field Assistant in the Central Silk Board on 17.09.1991 and was later promoted to the post of Technical Assistant on 01.08.2003. She got married in the year 1994 to a person belonging Scheduled Caste community. She filed a complaint to the Police against her two senior officers for harassing her sexually on 25.08.2005. Shortly thereafter, the department initiated disciplinary proceedings against her, issuing a Charge Memo in June 2006 that alleged she had made a false complaint of harassment, misrepresented her caste status, and engaged in unauthorized money lending. Learned counsel for the applicant asserted that the subsequent inquiry was biased inasmuch as the venue was moved from Dehradun to Ranchi, which effectively stripped her of the ability to present witnesses or defend herself.
