OA No.107/2026 and OA No.132/2026 having connected matters were clubbed and heard together. OA No.107/2026 is taken as lead case and Annexures have been referred to this OA, if not otherwise stated. The Original Applications having been heard on 25.05.2026 , the Tribunal on 03.06.2026 delivered the following:

1. The applicants in both the OAs are working in the Grade of Scientist/Engineer-SG. The applicant in OA No.107/2026 is presently working as Group Head of Inertial Systems Electronics Production Group in IISU. As per Annexure A-1, on completion of minimum eligibility period of 5 years, Scientist/Engineer-SG becomes eligible for being considered as Scientist/Engineer-G. The applicant was initially considered as on 01.01.2024 and was "screened out". As on 01.01.2025, the applicant was placed on "Relook after 6 months". In the review as on 01.07.2025 also, the applicant was placed on Relook after 6 months'. Again in the review as on 01.01.2026, the applicant was "screened out" (Annexure.A4), the applicant submits that he would not get any more consideration for promotion as he is due to retire on 31.05.2026.
