1. The applicant has filed the present Original Application under Section 19 of the Administrative Tribunals Act, 1985 seeking the following reliefs: -

a) allow the Amended Original Application,

b) quash the Government Order No. 647-JK(HME) of 2022 dated 13.09.2022, whereby and whereunder sanction was accorded to the promotion of respondent No. 3 and 4 as Associate Professor in the Department of Anesthesiology, Government Medical College Srinagar, despite being junior to the applicant, who is paced as Lecturer in the said Medical College;

c) quash the Government Order No. 738-JK(HME) of 2022 dated 17.10.2022, whereby and whereunder Final/updated seniority list of faculty members of various disciplines in Government Medical College Srinagar (as it stood on 30.09.2022) was issued, to the extent the names of respondent Nos 3 and 4 figure at S.Nos. 6 and 7 among the list of Associate Professors Anesthesiology, and the names of respondent Nos. 5 to 13 figure at S.Nos 1 to 8 in the list of Assistant Professors, whereas the name of the applicant figures at S.No. 1 in the list of Lecturer, this despite the fact that the applicant is senio
