The applicant in this Original Application (in short O.A.) is aggrieved of Government Order No. 128-JK (PDD) of 2024 dated 13.08.2024, Government Order No. 101-JK (PDD) of 2025 dated 15.07.2025 and Government Order No. 04-Jk (PDD) of 2026 dated 05.01.2026, whereby his juniors have been placed as I/c Chief Engineers in their own pay and grade, by ignoring the applicant for such placement. The applicant is further aggrieved of the fact that he has not been regularized against the posts of Assistant Engineer (Electric), Assistant Executive Engineer (Elect), Executive Engineer (Elect) and Superintending Engineer (Elect).

Briefly put, the case of the applicant is that applicant after his appointment as J.E. (Electrical) in Power Development Department, Jammu in the year 1990 was promoted as Assistant Engineer (Elect.) in the year 2001 and as Incharge Assistant Executive Engineer in the year 2005 and was further promoted as Incharge Executive Engineer in the year 2010, and I/C Superintending Engineer (Elect) in his own grade and pay on 11.03.2022, but for last more than two decades, only I/c promotions of the applicant have been made without
