1. Coastal Gujarat Power Ltd. (CGPL), the Petitioner, is a power generation company that operates the Mundra Ultra Mega Power Project (UMPP) in Mundra, Gujarat, with an installed capacity of 4,150 MW (5×830 MW). The respondents primarily consist of distribution licensees that purchase electricity generated from the Mundra UMPP. These entities entered into Power Purchase Agreements (PPAs) with the Petitioner on 22.04.2007, following tariff determination through competitive bidding conducted under Section 63 of the Electricity Act, 2003 .
