1. Since common question of law and fact is involved in all the above writ petitions, they are being heard and decided together by this common order.

2. In these batch of writ petitions, main challenge of petitioners are to the order issued by Collector, Korba on 19.10.2022 cancelling the order of promotion of Assistant Teachers (LB) to the post of Head Master Primary School and further direction for promotion on the basis of counseling, the order dated 20.10.2022, issued by District Education Officer, Korba cancelling the order of promotion and further ordering the promoted Head Master to work in their earlier place of posting referring to the order dated

19.10.2022 issued by Collector.

3. In W.P.(S) No. 1125 of 2023, W.P.(S) 97 of 2023, W.P.(S) No.

8121 of 2022, W.P.(S) NO. 7921 of 2022, W.P.(S) No. 7877 of 2022 and in W.P.(S) No. 8044 of 2022, petitioners have also challenged the order of Collector dated 20.10.2022 constituting five members committee to consider promotion, order dated 27.10.2022 issued by District Education Officer, Korba, based on the order issued by Collector, for holding meeting of the Committee, clarificatory order dated 03.11.2022 passed
