1) By way of these petitions, the petitioners have challenged the orders passed by the learned District Judge, Pedraroad, Bilaspur (C.G.) in Misc. Civil Appeal Nos. 15/ 2024 and 16/ 2024, respectively, dated 04.03.2025, whereby applications for the grant of stay have been rejected.

2) Facts of these cases are that the petitioners entered into agreements with the respondent-State on 15.01.2024 and 24.11.2023, respectively, according to the Custom Milling Policy of the Kharif Marketing Year 2023-24. The petitioners lifted a total of 6625.60 and 10709.00 quintals of paddy, respectively, from various paddy procurement centers. On 07.06.2024, the respondent authorities inspected the Rice Mills of the petitioners and found deficiencies in paddy to the tune of 5693.60 and 8446.47 quintals, respectively. Thereafter, the petitioners were granted sufficient time to deposit the custom-milled rice according to the notifications issued by the State Government and Central Government, from time to time. The Collector (Food Department), District Gaurela- Pendra-Marwahi issued show cause notices on three occasions, which are (i) 01/02.07.2024; (ii) 09/10.09.2024 and (iii)
