1. The petitioner has preferred this petition under Article 226 of the Constitution of India, seeking following relief(s):-
“10.1) That, this Hon'ble Court may kindly be pleased to direct the concerning patwari and Admi Jati Seva Sahkari Digitally signed by BINI BINI PRADEEP PRADEEP Date:
2026.02.19 +0530 Samiti Maryadit Kapu, Reg. No. 48, Uparjan Kendra, Kapu, District Raigarh (C.G.) to inspect the paddy of petitioner and release the token in favor of the petitioner for selling the said paddy.
10.2) That, this Hon'ble Court may kindly be pleased to quash the false/illegal report submitted by Respondent No. 5 i.e., Patwari.
10.3) That, this Hon'ble Court may kindly be pleased to award the compensation for loss, as may be deemed fit.
10.4) That, this Hon'ble Court may kindly be pleased to pass any other order(s) as may be deemed fit, in the interest of justice.

Learned counsel appearing for the petitioner submits that the petitioner is an agriculturist and co-owner of agricultural land measuring a total area of 11.6680 hectare, along with other family members, out of which, the petitioner holds 1/3 share. He further submits that in the previous year, the petitioner and his brothers had sold 380.80 quintal paddy at the concerned paddy procurement centre, but this year, the petitioner has not been issued token for the sale of paddy by respondent No.6, and therefore, the petitioner has been deprived of selling the paddy harvested from his land. Hence, it is prayed that this petition may be admitted for hearing.

Per contra, learned counsel for the State submits that the petitioner has filed various documents which show that for the Kharif Year 2024-25 and and was also issued token for sale of paddy harvested from his land. However, the petitioner has neither filed any documents nor made any the Kharif Year 2025-26. If he has not registered in the Kisan Portal, then no token can be issued to him, hence, this petition is liable to be rejected at the threshold.
4. I have heard learned counsel for the parties and perused the material available on record.

When specific question was posed to learned counsel for the petitioner as to whether the petitioner has registered himself in the concerned Kisan Portal, he submits that the petitioner has not registered himself in the Kisan Portal. The petitioner has filed various documents, which show that for the Kharif Year 2024-25 and earlier also he had registered himself in the Kisan Portal, thereafter he had sold his paddy. However, he has neither filed any document nor made any pleading to show that he has registered himself on the Kisan Portal for the Kharif Year 2025-26. Without registration on the Kisan Portal, no token can be issued to any farmer for sale of paddy. Thus, since the petitioner has not filed any documents to demonstrate the fact that he has registered himself in the Kisan Portal, the non-issuance of token to him for sale of paddy by respondent No.6 cannot be termed as a
