2. Since both the petitions involve common questions of fact arising out of identical circumstances and the challenge in each petition pertains to the same set of actions on the part of the respondents, this Court considers it appropriate to hear them together. Accordingly, both the writ petitions were clubbed, taken up for analogous hearing, and are being disposed of by this common order to avoid multiplicity of proceedings.
