1. The issue under consideration i.e. the reliefs sought by the complainant in the complaint dated 16.07.2021 due to alleged non-supply of information vide RTI application dated 05.07.2021 are as under:-  Take necessary action against the concerned CPIOs as per the provisions of the RTI Act.

2. Succinctly facts of the case are that the complainant filed an application dated 05.07.2021 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Punjab National Bank, Panipat, Haryana, seeking following information:

(i) “How many applications under working capital (Animal Husbandry) KCC scheme have been received by the Khandrai branch in the month of September 2020, October 2020?

(ii) How many sanction letters have been issued till today i.e. 05.07.2021, with regards to the applications received in the month of September 2020, October 2020 by khandrai branch under working capital (Animal Husbandry) KCC scheme as above?

(iii) How many KCC accounts as on 05.07.2021, under working capital (Animal Husbandry) KCC scheme are having debit balance in Khandrai branch of the bank.

(iv) Out of total customers having KCC accounts with debit balance as on 05.07.2021 under working capital (Animal Husbandry) KCC scheme in khandrai branch do not have their land mortgaged with the khandrai branch.

(v) Out of total customers having KCC accounts under working capital (Animal Husbandry) KCC scheme in khandrai branch who have debit balance as on 05.07.2021, do not have their KCC (for working capital required for Crops production) with the khandrai branch.

The CPIO vide letter dated 14.07.2021 replied to the complainant. Aggrieved by the same, the complainant filed complaint dated 16.07.2021 before the Commission which is under consideration.

3. The complainant has filed the instant complaint dated 16.07.2021 inter alia on the grounds that reply given by the CPIO was not satisfactory. The complainant requested the Commission to take necessary action as per Section 20 (1) of the RTI Act.

4. The CPIO replied vide letter dated 14.07.2021 and the same is reproduced as under:- “This information cannot be divulged as it is exempted under Section 8 (1) (j) and

8 (1) (d) of the Right to Information Act, 2005.”

5. The complainant remained absent and on behalf of the respondent Shri S.A.Sethi, Asstt. General Manager, Punjab National Bank, Panipat attended the hearing through video conference.

5.2. The respondent while defending their case inter alia submitted that they had already replied to the complainant vide letter dated 14.07.2021. They further submitted that the complainant’s complaint was resolved and she was sanctioned PKCC loan of Rs. 160000 on 26.08.2022. Thereafter, the complaint had provided a copy of the satisfaction letter to the bank which was placed on the record.

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observed that the respondent had replied to the complainant vide letter dated 14.07.2021. The respondent further submitted that the complainant’s complaint was resolved and a PKCC loan of Rs. 160000 was sanctioned to her on 26.08.2022. Thereafter, the complaint had given a copy of the satisfaction letter to the bank which was placed on the record. Moreover, the complainant neither filed any written objection nor presented herself before the Commission to controvert the averments made by the respondent and further agitate the matter. Hence, the submissions of the respondent were taken on record. In view of the above there appears to be no public interest in further prolonging the matter. Accordingly, the complaint is rejected.
