1. The issue under consideration i.e. the reliefs sought by the complainant in the complaint dated 28.07.2022 due to alleged non-supply of information vide RTI application dated 07.07.2022 are as under:- (i) “To direct the CPIO to provide the information sought in the RTI application.

(ii) To take appropriate action against the erring officials for not providing the information within stipulated framework of time as prescribed under the RTI Act.

(iii) To grant compensation for the losses incurred by him due to harassment and undue delay caused by the respondent.”

2. Succinctly facts of the case are that the complainant filed an application dated Details 07.07.2022 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO),Central Bank of India, Coimbatore, TN, seeking following information.

Details of information required :-  Provide the following information with regard to my complaint above mentioned.

1) Provide the following Information with respect to your letter dt 5.7.22 with regard to my OD on FD:

A) The Dues / Interest to be paid as on the date on which 1,35,000.00 was illegally transferred from another account in lieu of it as claimed.

B) A detailed work sheet as to the arrival ofthe said amount in above as of that date.

C) A detailed work sheet to claim Rs.15,796.00 now as balance.

D) In How many days was the interest claimed for the past years on this account, Ifthere is a change please inform the new rules applicable now against which the letter / Notice has been issued with a copy ofthe same.

E) Please provide a "certified copy ofthe said rule," circular / procedure mentioned in your letter that is going to be implemented on 07.O7.2022 as per your letter.

F) Please provide a "certified copy'' of the "proof of date of official receipt'' (I mean the proof of official receipt [not hear say or unofficial communication or vague and rumorsJ of this circular / rule having reached the Regional office and the Branch mentioned of the above mentioned rule / procedure mentioned in your letter in both ...... Date of Receipt of letter / information to the (1) Regional office and (2)The Branch which send the letter.

G) Please inform the similar number of letters / Notices send to people/ your customers / account holders / loaners informing them of the rule and procedure that is to be implemented from 07,07 ,2022 as mentioned in your letter From this branch ..... from 07.04-2022 to 07.07.2022 along with a proofof dispatch.

H) Please inform outstanding ofmy OD in the mentioned account as on

30.06.2022.

I) Please inform the principal amount against the OD / TIME DEPOSIT as on 30.06.2022.

J) Please inform the value ofthe FD including interest as on30.06.2022.

K) Please inform as per your records when with reasons and date will my account automatically close / set off / square off the 0D against time deposit by debit to term deposit withonward credit to OD against deposit ( please refer your letter enclosed too for easy reference in case ofany doubt on these technical words used )

The CPIO did not give reply to the complainant. Aggrievedby the same, the complainant filed first appeal dated nil. The First Appellate Authority (FAA) did not issue any order disposed of the first appeal. Aggrieved by the First Appellate Authorityorder, the complainantfiled complaint dated 28.07.2022 before the Commission which is under consideration.

3. The complainant has filed the instant complaint dated 28.07.2022inter alia on the grounds that reply given by the CPIO was not satisfactory. The complainant requested the Commission to take necessary action as per Section 20 (1) of the RTI Act.

4. The CPIO did not give reply to the complainant.The FAA did not issue any order.

5. The complainant and on behalf of the respondent Shri Mukesh Kumar Jha, CPIO, Central Bank, Coimbatore, attended the hearing through video conference.
