1. The complainant filed the above-mentioned complaints against the CPIO, Central Bank of India, Koti, with respect to three RTI applications seeking information regarding various service records of Smt. Jyoti Imandi, an employee of the bank. All the complaints were clubbed together for hearing and disposal to avoid multiplicity of proceedings.

1.1. The issues under consideration i.e., the reliefs sought by the complainant in his three complaints all dated 04.09.2019 due to alleged non-supply of information vide his RTI application dated 8.03.2019 and 22.04.2019 are as under:-

(i) Invoke the power under section 19 (8) (c) to impose maximum penalty on the respond as per section 20 (1) of the RTI Act and to recommend disciplinary action against the respondent as per section 20 (2) of the RTI Act.

(ii) Direct the respondents to apply their mind carefully on the materials on record while responding to the RTI application.

(iii) Direct the public authority to make entry in Service book/ Annual Performance Appraisal Report of the respondents for defying the provisions of the RTI Act.

2. Succinctly facts of the case are that the complainant filed three applications dated 8.03.2019 and 22.04.2019 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Central Bank of India, Koti, seeking following information:

(i) Official Residence Address.

(ii) Official mobile number.

(iii) Roles & Responsibilities.

(iv) Monthly Salary (without deductions).

(v) Allowances availed till Date, if Yes, share the details of all allowances availed (Dearness, House Rent or Accommodation, Petrol, Mobile Bill, Furniture, and others).

(vi) Daily Shift Timings.

(vii) Photo copy of attendance details from 12.08.2017 to 12.08.2018.

(viii) Photo copy of Early Logout, if any, share the dates along with time of logout.

(ix) Photo copy of Late Logout, if any, share the dates along with time of logout.

(x) Photo copy of Leave’s Taken Dates & Type of leave availed.

(xi) Certified copies of educational qualification starting from X Class to Highest Qualification.

(xii) Photo copy any medical reimbursement availed till date.

(xiii) Photo copy any medical insurance availed till date.

(xiv) Medical or Health Insurance Policy Name.

(xv) Name of Family members added to Medical or Health Insurance.

(xvi) As per sec 14 (2) of Central bank of India Employees Conduct Regulation, kindly provide photo copy of declaration or acceptance any Gifts which has been reported to the competent authority whose value exceeded Rs. 500/- till date.

(xvii) If not made any declaration for above point 16, kindly provide the reason.

(xviii) As per Sec 20 (1)(a) of Central Bank of India officer Employees Conduct Regulation, kindly provide Photo Copy of declaration of assets till date.

(xix) If not made any declaration for the above point 18, Kindly provide the reason. (xx) As per Sec 20 (2) of Central Bank of India Officer Employees Conduct Regulations, kindly provide Photo Copy of declaration of return of movable, immovable and valuable property including liquid assets like shares, debenture.

(xxi) If not made any declaration for the above point 20, Kindly provide the reason. (xxii) As per 20 (4) of Central Bank of India Officer Employees Conduct Regulations, kindly provide Photo Copy of declaration of even transaction concerning movable property owned or held by her either in her own name or in the name of a member of his family if the value of such property exceeds Rs.

25, 000/-.

(xxiii) If not made any declaration for the above pint 22, Kindly provide the reason.
