1. The issues under consideration arising out of the second appeal dated 20.05.2019 include non-receipt of the following information raised by the appellant through his RTI application dated 03.12.2018 and first appeal dated 22.01.2019:-

(i) Give copies of minutes of 36th meeting of Board of Directors of erstwhile Haryana Gramin Bank.

(ii) Give copy of office order no. 20/11 dated 26.07.2011 of Head Office of erstwhile Haryana Gramin Bank.

(iii) Give Agenda numbers and meeting numbers of meetings of Board of Directors of erstwhile Haryana Gramin Bank and Sarva Haryana Gramin Bank vide which criteria of giving marks for PAF in promotions from scale-Zero to Scale-

I, scale-I to Scale-II, scale-II to Scale-Ill, scale-III to Scale-IV were approved or amended w.e.f 01 01.2006 to 31.05.2018.

(iv) Give copies of those Notes and minutes of meetings of various Board of Directors of erstwhile Haryana Gramin Bank and Sarva Haryana Gramin Bank vide which criteria of giving marks for PAF in promotions from scale- Zero to Scale-I, scale-I to Scale-11, scale-II to Scale-111, scale-Ill to Scale-1V were approved or amended w.e.f 01.01.2006 to 31.05.2018 (v) Give dates of all kind of leaves availed by Sh. Gajender Kumar, General Manager of erstwhile Haryana Gramin Bank w.e.f. 01.01 2011 to 30.09.2011.

(vi) Give details of places and period of postings at different places/Offices of Sh.

M.D. Arora, Chief Manager, Head Office from his joining in bank till now along with his designation at that time. Also give details of departments! divisions with period in which he worked during his posting in Head Office of then bank This information is required including his service in erstwhile H.K.G.B & H.G.B.

(vii) Give dates on which of Sh. M.D. Arora, Chief Manager, Head Office was on deputation to Head office during his posting at Regional Office, Bhiwani in the year 2011 before promoted to Scale-III and during his posting at B.O. Charkha Dadri (Loharu Road) as chief Manager along with reason of his deputation and work done by him in Head Office on these dates/period.

(viii) Give copy of result of written test held on 24.07.2011 in erstwhile Haryana Gramin Bank for promotion from scare-II to Scale-III sent by IBPS to your bank. Give copy of that document of this result which was duly signed by authorized official of IBPS and was sent to bank as hard copy. If hard copy was not received by bank give its reason. If, it has been lost give the name of responsible Officer and provide copy by obtaining from IBPS.

(ix) Give copy of Notes and minutes of meetings of Board of Directors of erstwhile Haryana Gramin Bank vide which categorization of branches as on

31.03.2011or 01.04.2011 was approved.

(x) Give copy of Notes and minutes of meetings of Board of Directors of erstwhile Haryana Gramin Bank vide which vacancies of different categories as on

01.04.2011 were approved.

(xi) Give number of vacancies of scale-III in erstwhile Haryana Gramin Bank as

01.04.2011 on the basis of categorization of branches as on 31.03.2011 or

01.04,2011 and date on which bank's BOD approved it.

(xii) Give copy of Notes and minutes of meetings of Board of Directors of erstwhile Haryana Gramin Bank vide which all matters related to promotions from scale-II to Scale-III like allowing promotions, guidelines of promotions etc were approved during the period w.e.f. 01.01.2011 to 30.09.2012.

(xiii) Why PAF for the year 2010-11 were not considered for promotion from scale-

II to Scale-III in the financial year 2011-12 in erstwhile Haryana Gramin Bank.

(xiv) It was approved by Board of Directors in its 2nd meeting held on

17.04.04.2006 in the erstwhile Haryana Gramin Bank that Performance Appraisal Forms of Officer Staff and Confidential Reports of Workman Staff are to be submitted annually on PNB-1003, PNB-1004, PNB-1006 & PNB-470.
