1. The Appellant filed an RTI application dated 04.02.2021 seeking information on the following points:

The following information/documents regarding the reporting norms of Scientific Central PSU is requested to the Ministry of DOPT, to be provided vide RTI online portal, at the earliest:

(i) The name of the DOPT or any other govt. document, specifying the rules/regulations to be followed with respect to the CG employee reporting norms.

(ii) The RTI PIO endorsed PDF/scan copy of the sections related to the CG employee reporting norms specified in DOPT or any government document governing the norms for Central PSUs, rules/regulations required to be followed, indicating the relevant sections and clauses.

(iii) Whether DAE and NPCIL is authorised to make its own reporting rules and regulations and is bound to take approval from DOPT or any Govt. Ministry or authorities and submit the copy of the same to DOPT or any Govt. Authorities?
