O R D E R
1. The Appellant filed an RTI application dated 26.10.2023 seeking information on the following points:


2. Having not received any response from the CPIO, the Appellant filed a First Appeal on 13.12.2023. FAA’s order, if any, is not available on record.
3. Aggrieved with the non-receipt of the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 12.02.2024.
4. The appellant remained absent and on behalf of the respondent Rudradev, CPIO, attended the hearing through video conference.
5. The respondent while defending their case inter alia relied upon their latest written submissions dated 05.03.2025, extracted below:
“(1) The RTI application was sent to the concerned Branch, but due to inadvertent mistake and unawareness among the Branch officials the RTI was not brought to the notice of CPIO. After receipt of the appeal notice we have promptly sent reply to the information seeker vide our letter no, dated RO/SIWA/OPR/2024-25/198.
(2) I would also like to bring the facts that main crux of the complaint, of information seeker, was his complaint of debiting charges in his account being maintained with Branch Chapra. The ATM card was issued on hi
