1. The Appellant filed an RTI application dated 15.03.2023 seeking information on the following points:

(i) “Kindly provide the certified copy of timetable of following courses of students enrolled in PH.D. in 2021(batch 2021) or any other compulsory course as per UGC:

i. Research Public Ethics ii. Curriculum Design and pedagogy (ii) Kindly provide the percentage of attendance of each student(batch 2021)enrolled in above courses.”

2. The CPIO replied vide letter dated 19.04.2023 and the same is reproduced as under:-

“Point (i) – Attached annexure- A Point (ii) – Third party information exempted u/s 8 (1)(j) of RTI.”

3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 08.05.2023. The FAA vide order dated 26.06.2023 upheld the reply of CPIO.

4. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated NIL.

5. The Appellant remained absent during the hearing and on behalf of the Respondent, Robin Jindal, PRO & PIO; Sunil Mittal along with Rupinder, FAA attended the hearing in person.
