1. The issue under consideration arising out of the second appeal dated 21.11.2021 include non-receipt of the following information sought by the appellant through the RTI application dated 25.09.2021 and first appeal dated 30.10.2021 :- Provide complete and detailed information relating to MSME account number ****0014 in name of Byadab Private Limited at erstwhile Syndicate Bank (Now Canara Bank), IP Estate branch' New Delhi-110002 where the appellant was a Director:
(i) Complete and detailed information about Credit Guarantee Scheme covering the said MSME account number ****0014 in name of Byadab Private Limited.
(ii) Year-wise amounts debited to the said MSME account number ***0014 in name of Byadab Private Limited towards premium of the Credit Guarantee scheme.
(iii) Complete details together with all correspondence, file noting and other documents on the Bank claiming insurance-money under Credit Guarantee Scheme in respect of the said MSME account number ****0014 in name of Byadab Private Limited.
(iv) Date on which the Bank applied for insurance-money under Credit Guarantee Scheme in respect of the said MSME account number ****0014 in name of Byadab Private Limited mentioning the amount claimed.
(v) Date on which insurance-amount was received by the Bank under Credit Guarantee scheme in respect of the said MSME account number ***0014 in name of Byadab Private Limited mentioning the amount received by the Bank under Credit Guarantee scheme and the date on which the said amount was credit to the said MSME account number ****0014 in name of Byadab Private Limited.
(vi) Any other related information.
(vii) File-notings on movement of this RTI application.

Succinctly facts of the case are that the appellant filed an application dated 25.09.2021 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Canara Bank, Delhi. The CPIO vide letter dated 22.10.2021 replied to the appellant. Aggrieved by the same, the appellant filed first appeal dated 30.10.2021. The First Appellate Authority (FAA) vide order dated 20.11.2021 disposed of the first appeal. Aggrieved by that, the appellant filed second appeal dated 21.11.2021 before the Commission which is under consideration.
3. The appellant has filed the instant appeal dated 21.11.2021 inter alia on the grounds that reply given by the CPIO was not satisfactory. The appellant requested the Commission to direct the CPIO to provide the complete information and take necessary action as per Section 20 (1) of the RTI Act.
4. The CPIO replied vide letter dated 22.10.2021 and the same is reproduced as under:- (i) “The information sought by you is not clear and as such it is not covered under the definition of information as specified under Section 2(1) (f) of the Right to Information Act, 2005.

(v) Bank has not received any CGTMSE claim.”
The FAA vide order dated 20.11.2021 revisited the RTI application and provided revised information on point nos. (i), (ii) and (iv) of the RTI application.
(i) “The party was sanctioned working capital limit of Rs 1.50 Crore and the same was covered under credit Guarantee fund trust for micro and small enterprise as per bank policy.
(ii) Bank has submitted all the required documents to CGTMSE portal as per credit Guarantee fund trust for micro and small enterprise.
(iv) Bank has submitted CGTMSE claim on 19.04.2021and claim amount of Rs 1.50 Crores.”
5. The appellant represented by Shri Subhash Chandra Agarwal, and on behalf of the respondent Shri Rakesh Sehgal, Divisional Manager and CPIO and Shri Kamal Singh, Senior Manager, Canara Bank, Delhi, attended the hearing in person.
