1. The complainant filed the above mentioned two complaints against the CPIO, Punjab National Bank, Amritsar respect to two RTI applications seeking similar information. Both the complaints were being clubbed together for hearing and disposal to avoid multiplicity of proceedings.

1.1 The issues under consideration i.e. the reliefs sought by the complainant in the complaint dated NIL due to alleged non-supply of information vide RTI application dated 09.05.2019 & 20.05.2019are as under:-

(cid:1) To direct the respondent to provide the desired information sought by the complainant.

2. Succinctly facts of the case are that the complainant filed an application dated 09.05.2019 & 20.05.2019 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Punjab National Bank, Amritsar, seeking following information:

File No. CIC/PNBNK/C/2019/647465 (i) Whether bank has known that his father sh. Janak Raj has expired on 26.03.2019 or not. If yes, who has given this information and mode of communication. Provide photocopies of all communication between legal heir’s and banks after 26.03.2019 and with my father after 01.01.2019.

(ii) Provide details of all accounts (savings, current, FD, RD, CC, Loan etc.) of all branches with detailed transaction and account statement from 01.04.2018 to 09.05.2019 of my father related whether he was first holder, second holder, manager, partner or related to any capacities in your bank and your branches.

(iii) Provide details of contracts with India Radio electric works, S K Trading Co. and any other firms in which my father Sh. Janak Raj had related with your bank and your branches, contracts regarding rent, maintenance etc., with time period of contract, terms and conditions, amount of contract from 01.04.2018 to 09.05.2019 and how much you have been paid and how much amount pending. Also state the current status of contracts whether in force or not, if in force what is the base, provide photocopies of these contracts. Also provide the information how many contracts have discontinued/ terminated transferred to other firms after

01.01.2019 from these firms.

(iv) Provide information regarding FDR’s and RD’s account in which my father has related (first holder, second holder) from 01.04.2010 to 09.05.2019, whether freezed, closed, discontinued or in operation, how much amount is invested and withdrawn from these accounts, mode of withdrawal and whom withdrawal this amount (in which capacity) and if this amount is reinvested whom names are appears as a holder and nominee and when amount is reinvested. Provide information with account statement regarding these reinvested accounts.

Janak Raj (Account holder of *************353), He want to know that when bank has came to know that his father has expired on 26.03.2019 and who give that information and what is mode of communication. Provide photocopies of communication also mention what action have taken by bank regarding operation of account and other contracts regarding sent contract and other contracts with branch after 26.03.2019. also provide photocopies of all communication between bank and legal heir’s after 26.03.2019 regarding all matters and provide details of withdrawal by any legal heir.

(ii) His father has an account with the name of INDIA RADIO ELECTRIC WORKS, account number ************353 in your bank. Provide the details of transactions from 01.04.2018 to 20.05.2019. Also state the current status of this account. If it is in operation who operates this account and in which capacity, if it status has been freezed then how can we operate this account.

(iii) Provide the nature of this account, is it a limit account (i.e., account with overdraft facility), if it is yes, on which ground the overdraft facility attached to this account, i.e. on which prop. or guarantee, overdraft faci
