FACTS The Appellant vide his RTI application sought information on 02 points regarding the details of information/documents of the name & designation of the Govt. officials (the College Principals, HOD, Lecturers & other officials) those who are looking current duty charges under the control of the Secretary (Education) in entire A & N Islands:

1. Provide certified copies of the details/documents in connection with name & designation of the Govt. officials (the College Principals, HOD, Lecturers & other officials) those who are looking after current duty charges under the control of the Secretary (Education) in entire A & N Islands and criteria, guideline, notifications copy issued by the Govt. and time period given by DOP&T & GOI (if any) in regard to giving current duty charge and a copy of circular/order if any empowering the Secretary (Education) & Chief Secretary of A & N Admn. for giving current duty charges to the officials along with all the file notings.

2. Provide certified copies of all the order copies/entire file noting of the Govt. officials working in entire A & N Admn. those who have been given current duty charge. (Department /College wise and year wise separately) including the approval of same by the competent authority along with file notings for each officer separately.

The PIO/SD (Hr. Edn.), vide letter dated 17.01.2019 transferred the RTI application to following the CPIOs:

Further, the PIO, JNRM, Port Blair, vide letter dated 05.01.2019 requested the Appellant to deposit the requisite fee for 37 pages of information. Dissatisfied with the reply received from the PIO, the Appellant filed a First Appeal, which was not adjudicated by the First Appellate Authority. However, an opportunity of first appeal hearing was offered to the Appellant on 15.04.2019 at 04:30 PM which was later on postponed with intimation that a new date would be intimated soon.
