ORDER
1. The Appellant filed an RTI application dated 02.11.2022 seeking information on the following points:
2. The CPIO replied vide letter dated 29.11.2022 and the same is reproduced as under:- “Point (i) – The names of selection committee for PhD admission cannot be disclosed. Point (ii) – No such record is maintained. Point (iii) – Final merit list has already been displayed. Point (iv) – Kindly refer the PhD admission riles of Central University of Haryana (http://cuh.ac.in/admin/uploads/2021/admission2021/admission%20rules%20(31st%20A C).pdf and http://phd.cuh.ac.in/pages/eligibility-criteria.)”
3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 06.12.2022 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 28.12.2022 upheld the reply of CPIO.
4. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 14.03.2023.
5. The appellant remained absent and on behalf of the respondent Mr. Rambeer Gurjar, SO attended the hearing through video conference.

The respondent while defending their case inter alia submitted that a point-wise suitable reply as per the provisions of the RTI Act has been furnished to the Appellant vide letter dated 29.11.2022. He clarified that the list of the members of Admission Committee who took the Interview cannot be disclosed being a third-party information.

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records,observes that the information sought by applicant in point No. 1 regarding list of the members of the Admission Committee who took the Interview is exempted from disclosure under section 8(1)(g) & 8(1)(j) of RTI Act, 2005. As revealing the names of the members of the Admission Committee could potentially expose them to undue pressure, harassment, or harm, thereby compromising their safety and the integrity of the admission process. Also, the names of the Admission Committee members constitute personal information. Disclosure of this information does not serve any larger public interest that outweighs the potential harm to the individuals' privacy. For the remaining points appropriate reply has been given.
8. in light of the above, the appeal is dismissed. copy of the decision be provided free of cost to the parties.
