O R D E R
1. The Appellant filed an RTI application dated 10.03.2023 seeking information on the following points:
“Mera naam Ankur hai aur mai SSC MTS 2019 ka finally selected candidate hu.
Mera roll no. 2201131080 hai. Mere Father ka naam Rattan Singh hai. Mai SSC Northern Region k against complaint krna chahta hu to aap ye btao ki mai complaint kaise kru. Mai SSC NR ko apni complaint email bhi kr chuka hu aur call bhi krta hu. Lekin mujhe koi jawab nii milta. Mere dossier CFSL bheje gye thy verification k liyea. Aur CFSL ne mera Dossier SSC NR ko 6 July 2022 ko bhej Diya tha speed post k dwara aur SSC NR ko dossier aur report 12 July 2022 ko receive ho gyi thi mere ko ye baat RTI k dwara pta lagi mai Rti ka reply attach kar rha hu. 8 months ho chuke hai mere dossier yahi pade hue hai. SSC NR ne mera Dossier SSC WR ko nhi bheja hai. Mere ko Maharashtra State allot hua hai. Mai SSC NR office k chakkar kaat kaat kar thak chuka hu. Maine SSC chairman k naam bhi application dekar aaya hu lekin usper koi kaam nii hua. Mai RTI k through SSC Headquarter se Ye jaana chahta hu ki Mai kya kru SSC NR meri kisi email ya call ka jawab nhi deti hai. Mujhe financial loss bhi ho raha hai aur mere seniority lose ho Rahi hai. Kripya krke aap btaye ki ab mujhe kya krna chahiyea mai apni saari koshish kar chuka hu pichle 8 months se. Please Give me the solution. Aur SSC NR debarred candidates ko job de rahi hai Debarred list me MTS 2019 Debarred list me 137 number per Jatin naam ka ladka hai jiska Roll no.2205004337. SSC NR uska nomination Income Tax department, delhi me kr diya hai. SSC Debarred candidates ko job de rahi hai. Please solve this matter.”
2. Having not received any reply from the CPIO, the Appellant filed a First Appeal dated 01.05.2023. The FAA vide order dated 16.05.2023 stated as under:
“Information sought does not comply definition of Information under RTI Act 2005.
pl send mail to rdsscnr1@gmail.com for your query.”
3. Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated Nil.
4. The appellant remained absent and on behalf of the respondent Shri Prakash Kumar, Under Secretary, attended the hearing in-person.
5. The respondent while defending their case inter alia submitted that they had replied vide FAA’s order dated 16.05.2023 that the query raised in the RTI application was not covered under Section 2 (f) of the RTI Act.

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observes that the CPIO has provided an appropriate reply to the RTI Application as per the provisions of the RTI Act. The appellant narrated the background of his grievance without seeking any material information or record. Further, in the absence of the Appellant to plead his case or contest the CPIO’s submissions, the Commission finds no scope of intervention in the matter. Accordingly, the appeal is dismissed.
