O R D E R

1. The complainant filed an application under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Bharat Heavy Electricals Limited, New Delhi seeking information on six points, including, inter-alia:-

1) “Provide me a copy of BHEL Unit Transfer Rules. Kindly note the request is for Transfer Rules not for Transfer Policy.

2) Provide me a copy of BHEL Promotion Rules. Kindly note the request is for Transfer Rules not for Promotion Policy.

3) List cases filed by the employees in various High Courts challenging their Unit Transfer Order since from the year 2006.

4) List cases filed by the employees in various High Courts challenging their Unit Transfer Order pending since from the year 2006 etc.”

2. The CPIO has provided point-wise reply vide letter dated 04.05.2019. Aggrieved with the said reply, the complainant filed first appeal requests the FAA to direct the CPIO to furnish copy of inter-unit transfers of Executives and non- executive employeessince from the year 2018 in soft copy.
