1. The issue under consideration arising out of the second appeal dated 25.01.2022 include non-receipt of the following information sought by the appellant through the RTI application dated 12.09.2021 and first appeal dated 19.12.2021:- “I have sent email i.e. through proper channel Yahoo/Sent Sham Sunder shamfdk@yahoo.inTo:bo3566@pnb.co.inhrd@pnb.co.in.cmd@pnb.co.in,couda@p nb.co.in Wed 15 Apr 2015 at 5:53pm, Sir, my application was rejected on the ground that not completed two year of stay in the circle as per circular number 392 of 2007. Since there is no stipulation in the said circular, I have asked for the page copy where it is written. But the bank fails to provide the same. Now the bank has circulated revised transfer policy made in consultation with officer union vide circular no, 253 of 2015. My stand has been vindicated because in the policy bank has made the stipulation of two year of stay in the circle for those who was transferred in same capacity in addition to the transfer on promotion. If the above said position is correct than ok or advise if the position is otherwise sham sunder PF No 30513. Provide copy of specific page of the circular no. 392 of 2007 where it is mentioned under the head request that officer has to complete 2 years stay for seeking transfer on request even if the officer was transferred in the circle in the same capacity as claimed by bank while rejecting my request for transfer.

1) Provide copy of guidelines approved by board of bank on the basis of which placement policy was issued for placing the officer for the year 2013-14. My transfer request in the year 2014 firstly approved and then declined.

2) Provide the complete record including the file and record in the HRMS of my transfer request firstly approved and then rejected in 2014.
