O R D E R

1. The Appellant filed an RTI application dated 10.07.2023 seeking the following information: -

 “Myself Mahendra Swami, Ex-Manager (HR-Estt.) of GRSE Ltd, Pers no 602958. I have served GRSE for almost 3 years and was relieved from GRSE on 02 May 2023. Since my relieving date was fixed, so could not see my APAR. However as per para 23 of PMS policy of GRSE, employee should have access to APAR. I have requested around 3-4 times (copy attached) to Ms. Shibani Saha, DGM (HR-Estt.) for sharing copy of my APAR for FY 22-23 for my record and career growth, but she refused to give and replied not to communicated henceforth. This was arbitrary, Dominating and inhuman attitude towards Ex-employee.

Further I have requested GM (HR&A) for the same, but no reply has been received till date.

In view of the above, it is humbly requested to provide my APAR copy for FY 22-23.”

2. The CPIO replied vide letter dated 07.08.2023 and the same is reproduced as under:-
