ORDER

1. The Appellant filed an RTI application dated 13.05.2022 seeking information on the following points:

(i) “With due respect, I may kindly submit that as, I come to know that the Question Paper for the above-mentioned post was framed by you, on the basis of syllabus provided to you, by the IGNOU Authorities. I may kindly take the opportunity to ask the following information under RTI Act, 2005 with regard to the vacancies advertised on the IGNOU's website through advertisement No 58/2020/Admn; for the post of Assistant Registrar, the exam for which was conducted on 24th January, 2021: -

A) kindly provide me the copy of the syllabus provided to you by the authorities of Indira Gandhi Open National Open University (IGNOU);

B) The syllabus followed/adopted by you for framing the question Paper for conducting the examination for the recruitment of the post of Assistant Registrar in IGNOU.

(ii) Kindly provide me the actual question paper, used by the candidates for answering the questions for the Recruitment of the post of Assistant Registrar in IGNOU.”

2. The CPIO replied vide letter dated 10.06.2022 and the same is reproduced as under :-

(i) Para No. 1 (a) & (b) :- Syllabus of IGNOU recruitment exam 2021 for the post of Assistant Registrar is attached.

(ii) Para No. 2 :- Question paper of IGNOU recruitment exam 2021 is available at: https:// nta.ac.in/Download.

3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 02.09.2022 alleging that the information provided was incomplete, false and misleading. The FAA’s order, if any, is not available on record.

4. Due to non-receipt of any order from the First Appellate Authority, the Appellant approached the Commission with the instant Second Appeal dated 28.10.2022.

5. The appellant’s son and on behalf of the respondent Shri Ashok Kumar, CPIO attended the hearing in-person.

6. The appellant’s representative inter alia submitted that the appellant (his mother) had applied for the post of Assistant Registrar in IGNOU conducted on 24th January, 2021. He alleged that several questions in the question paper of the examination conducted on 24th January, 2021, were beyond the syllabus provided by IGNOU. Therefore, they had sought specific queries pertaining to the framing of syllabus though the RTI application.

The respondent while defending their case inter alia submitted that point-wise information was furnished to the appellant vide letter dated 10.06.2022 along with the copies of the syllabus, sought in the RTI application. Besides, the NTA (National Testing Agency) uploaded the Provisional Answer Keys at their website. The Commission after adverting to the facts and circumstances of the case, hearing 8. both parties and perusal of records, observes that the CPIO has provided an appropriate reply to the RTI Application as per the provisions of the RTI Act. Further, the appellant’s representative expressed a grievance regarding the framing of the questions and his inhibitions that the questions were beyond the syllabus prescribed by IGNOU. However, the same was beyond the scope of the RTI Act and the requisite information available in material form was provided to the appellant. Therefore, the Commission finds no scope of intervention in the matter. Accordingly, the appeal is dismissed. Copy of the decision be provided free of cost to the parties.
