ORDER
Second Appeal No. CIC/RBIND/A/2023/121765 1. The Appellant filed an RTI application dated 10.12.2022 seeking information on the following points:
A. Attached herewith the copy of my repeated reminder of EMAIL DATED 26.05.2020 given to you in the matter of FALSE FABRICATED MINUTES DATED 14.02.2020 & duly prepared after a lapse of 2 months of meeting held with MD & CEO ON 14.02.2020 further approval made by MD & CEO OF CENTRAL BANK OF INDIA without any of my consent & awareness duly objected & repeated reminders given to you for provide me the steps taken by you towards my above mentioned complaints submitted based on evidences. Kindly provide the copies of reply issued by you to me towards my repeated reminders in the above matter & provide the copies issued to CENTRAL BANK OF INDIA towards my above complaint along with copies of reply given by CENTRAL BANK OF INDIA given to you in this matter.
B. Repeated reminders are pending for information towards my repeated reminders for confirmation of the LEGAL VALIDITY of above FALSE FABRICATED MINUTES DATED L4.02.2020, Seeking a reply.
C. Repeated reminders are not been replied towards LEGAL VALIDITY of a signed copy of statements duly prepared, signed & issued by the bank with a confirmation even highlighted with "TOTAL OUTGO OF BANK ON SETTLEMENT OF ISSUES OF LANDLORD Of BELIAGHATA PREMISES UP TO DECEMBER 2018 IS RS
20949058.00". MY repeated reminders even RTI APPLICATION are not replied by you to provide the TEGAL VALIDITY of this signed copies issued by bank. Seeking information & your justified reply. D. repeated reminders are not replied towards LEGAL VALIDITY of 3 SIGNED COPIES OF STATEMENTS DULY prepared, SIGNED & ISSUED BY BANK with confirmation that there is no outstanding dues towards my 3 loan accounts duly adjusted by bank as on 31.12.2018 with further written confirmation that I am entitled for further amount duly mentioned in the above signed copies of statements issued by bank even lying in the bank records. E. Attaching herewith a letter dated 30.05.2016 issued by bank with information of DENIAL-OF-SERVICE TAX by violated the terms of lease deed. Seeking information from you in the matter of violation of terms of lease deed. …etc.
1.1 Having not received any response from the CPIO, the Appellant filed a First Appeal on 19.01.2023. The CPIO replied vide letter dated 20.01.2023 and the same is reproduced as under:-
“A. The query is not specific. However, the applicant may refer to our replies for his earlier RTI applications RBIND/R/E/21/07918, RBIND/R/P/21/01230 and RBIND/R/P/22/01887 which were on the same/related matter.
B, C & D - The query is not specific. Further, the applicant may refer to the reply to query ‘A’ above.
E – The query is not clear. We do not have any information in this regard.” …etc.
1.2 The FAA vide order dated 10.03.2023 upheld the reply given by the CPIO.
Aggrieved with the FAA’s order, the Appellant approached the Commission with the instant Second Appeal dated 08.05.2023.
Second Appeal No. CIC/RBIND/A/2023/121964 2. The Appellant filed an RTI application dated 16.12.2022 seeking information on the following points:
A. Seeking information that my above-mentioned attached copies duly replied to RESPECTED GOVERNOR or not.
B. Provide the copy of reply if any reply given by the RBI.
C. Seeking information that whether I am entitled to receive the reply of attached copies.
D. Seeking information towards step taken by RBI towards my complaint of non-
execution of the OTS letter issued by the bank duly replied by me.
E. Seeking information that whether I am entitled to get an opportunity to receive the benefit of the above OTS letter issued by the bank. …etc.
2.1 Having not received any response from the CPIO, the appellant filed a first appeal on 28.01.2023. The FAA’s order, if any, is not available on record.
