1. The Appellant filed an RTI application dated 07.06.2024 seeking information on the following points:

1) “I request PIO of UGC-DEB to provide the xerox copy of letter no DDE/S1/096/2006-07 dated 9.12.2006 submitted by Registrar Anaamalai University to Distance Education council along with full encloser as information under RTI Act, 2005.

2) I request PIO of UGC-DEB to provide the xerox copy of letter no DDE/S1/096/2007 dated 5.5.2007 submitted by Registrar Anaamalai University to Distance Education council along with full encloser list as information under RTI Act, 2005.

3) I request PIO of UGC-DEB to provide the approved 162 list of programmes enclosed and sent to Registrar of Anaamalai University as information under RTI Act2005 sent by Distance Education council Director through DEC letter No F No DEC/AU/TN/Voll/2007/6480 dated 23.11.2007.

4) I request PIO of UGC-DEB to provide the xerox copy of enclosed full list of the programmes and sent to The Registrar Anaamalai University as information under RTI Act, 2005 sent by Distance Education council Director through DEC letter F No DEC/Recog/AU/TN/2006/2495 dated 15.02.2007.

5) I request PIO of UGC-DEB to provide the 28th meeting minutes dated 23.3.2007 and the recommendations made by expert committee which visited Annamalai University on 5th and 6th Feb.2007 as information under RTI Act, 2005.”

2. The RTI Application was informed to have been forwarded to the concerned CPIO on 10.06.2024.

3. Dissatisfied with the non-receipt of the desired information, the Appellant filed a First Appeal dated 20.07.2024. The FAA decided the First Appeal vide order dated

01.08.2024, however, contents of the same are not available on record.

4. Aggrieved with the non-receipt of the desired information on points 1, 3 & 4 of the RTI Application, the Appellant approached the Commission with the instant Second Appeal dated 16.08.2024.

5. The Appellant was present during the hearing through video conference and on behalf of the Respondent, Ashish, UDC & CPIO attended the hearing in person.

6. The instant matter was being heard in continuation of two related Appeal(s) of the Appellant vide Second Appeal No. CIC/UGCOM/A/2024/641544 and CIC/UGCOM/A/2024/605128 and upon a query from the Commission, it was admitted by the Appellant that the instant RTI Application and the queries under specific contention in this second appeal are a repetition of the RTI queries discussed and adjudicated upon in the averred earlier two matters. However, the Appellant sought to emphasize that he is unable to understand as to why is the Respondent not able to provide the list of enclosures to the various letter(s) of Annamalai University that he has sought for through these overlapping cases.

The Respondent submitted that the final reply to the RTI Application under reference was provided online on 29.07.2024 and also referred to their written submission dated 25.04.2025 to state that the related documents of Annamalai University have been provided to the Appellant as enclosed therein.

8. The Commission in furtherance of the hearing proceedings observes that the decision issued in Second Appeal No. CIC/UGCOM/A/2024/641544 and CIC/UGCOM/A/2024/605128 stands applicable to the instant case and hence no separate line of adjudication is warranted here.

9. The Appeal is disposed of accordingly.

Copy of the decision be provided free of cost to the parties.
